This is more a dream than anything else but wouldnt it be great if the bigger changes were tweeted like "themers: check this issue, we have overhauled hook_theme". Ideally some field experts would be able to look at the change (and only the change they need to know of because this way they do not need to follow the sometimes overwhelming core development) and raise red flags if it won't work for them. Yeah, I am dreaming.

I think a simple RSS feed with a proper description of the changes would be a lot more useful. And that way they wouldn't get lost among your thousands of other tweets coming in.
Isn't this what CHANGELOG.txt is for? But making the log more visible on the project would be nice.
More visible on the project _page_ I wanted to say. Something similar to the maintainers block.
Think of good and bad technical books. A bad technical book will describe the features and how to use them. A good book will tell you how to address given needs. Same here: a CHANGELOG.txt tells you about the major changes. This, on the other hand tries to call the attention of certain field experts to some of the changes. There are way more changes in CHANGELOG that does not merit this sort of announce.

Your underlying intention of more communication is great. More communications will help folks that might have their head down be able to know things are moving and if we want to chime in now is a good time. I know it would sure helped us this past summer when we come in late to a couple of conversation. Not only will this help developers but it will be great advertisement of the great energy and work happening in Drupal that a lot of people outside the core developer crew don't get to see on a regular biases.

btw Angie is doing a hard work on trying to notify those changes in her awesome detailed unstable announcements, and naturally the notify is not always in time(I sadly spent some time trying to figuring out what had happened to my d7 port of a module and ¿hours/days? later there was an unstable release :-p, bad luck for me) but it sounds like a natural notification workflow.
